Watch Jefferson County at ISCRAM 2008
Posted May 7th, 2008 by ArtI was invited to demonstrate Watch Jefferson County at the 2008 International Community on Information Systems for Crisis Response and Management (ISCRAM) conference at George Washington University yesterday. The demo session lasted about 2 hours and I had the opportunity to discuss and field questions about Watch Jefferson County from researchers, students and other professionals from around the world. Watch Jefferson County was very well received and I came away with many exciting new ideas. While there are now similar systems in use elsewhere, they remain primarily focused on disaster recovery and management. I believe that we are still the only active program in the country to combine input directly from law enforcement and concerned citizens and am proud of the fact that Jefferson County, WV is at the forefront of this exciting development.
I’d like to thank the ISCRAM community for the opportunity to share our project with you and I look forward to continued conversation and dialog.

SHERIFF CANDIDATES FORUM HIGHLIGHTS

The urgent need to upgrade technology and equipment, improve communication with the public, increase police presence and response time, and seek new or additional funding sources were themes sounded by Democratic and Republican candidates alike at the April 20 forum for Jefferson County sheriff candidates.
There was general recognition by the five candidates of the need to enhance and/or change the way the Sheriff's Department does business to meet the changing needs of a fast-growing community.
Wanted by LCSD for Sexual Assault 4/25/08
Posted April 25th, 2008 by RonThe Sheriff’s Office is investigating a reported sexual assault that allegedly occurred early Sunday morning in the Sterling area.
The victim told authorities she was sexually assaulted inside her residence in the Newberry area by an unknown subject. The incident occurred around 12:30 AM. There were no signs of forced entry into the residence.
The suspect is described as a Hispanic male between 20 and 30-years-of age. The Loudoun Sheriff’s Office has released a composite sketch of the suspect. See "attachment" below.
JCOHS & EM Quarterly Partnership Meeting/Luncheon

GOVERNOR to Visit County
Posted April 21st, 2008 by RonGovernor Joe Manchin will be at Independent Fire Company on Friday, April 25, 2008 at 11:15a.m. for a ceremonial signing of SB224 into law.
The public is encouraged to attend. SB224 gives Jefferson County the authority to create
a joint emergency services agency.
In lieu of creating both an emergency ambulance service authority and a separate county fire association or county fire board, the County Commission of Jefferson County may enact an ordinance creating a combined joint emergency services agency to provide emergency services and emergency response services.
Public Nuisance
4.45pm heard the very noisy bikes, sounded like they were traveling fast....saw two young men go by. Neither had helmets - they were wearing T'shirts and Jeans.
Dirt Bikes: 1 Yellow and 1 with White Shield on Handlebars - on Mission Rd, then to Lower Clubhouse - no helmet on 1 of the riders, this time helmet was on the other. Left the same location as previous reported and then went into Shannondale Gate 2 - lower Clubhouse Drive.

Credit Card Fraud w/Mysterious Details
Any credit card fraud experts want to comment?
On Wednesday, April 09, 2008, I received a call from a business that they had a problem with the CD/headset system I ordered. Problem is, I didn't order any CD player. I checked them out, they are a legitimate business. My immediate reaction was this is credit card fraud.
Asking the business questions, I found out the perp definitely used my credit card and (this is the mystery) requested the item be shipped to my home address.
I have totally ruled out anyone in my home using my card unauthorized.
Before this, I never heard of this company and I have never ordered anything from them.
Okay, I know that any place I use a credit card around town, all it takes is one crooked employee to steal the card number.
But why would the perp have the stolen goods shipped to my house? I am no expert on how these scams work, but...maybe because the perp lives around here and wanted to snatch it from my front porch before I got home?
Anyone know of any OTHER way the perp could pick up the goods?
PS I immediately called my credit card company and had the card shut down.
Addendum: Another charge appeared on my card the same day I had the card shut down. Item was shipped to an address in Alabama. I gathered all the info I could from the business, and gave it to the investigator from the credit card company.
Fraud investigator told me that often perps will have a more expensive item shipped to either a bogus address or to the home of someone they hate just to throw off investigators.
The perp could not have gotten any info from my trash, I shred all such documents at work. They have heavy duty shredders than shred into tiny squares, not strips. I've been doing this for years.
ATV in Construction Area
There was an ATV in the vicinity of new construction in the Maddex Farm community around 10:30pm.
Blue Ridge Public Safety Center (BRPSC) - Ribbon Cutting Ceremony
Posted April 9th, 2008 by Dave_SSP15Folks! The long-anticipated grand opening of the "substation" adjacent to the Blue Ridge Elementary School on Route 9 will occur on April 30, 2008 at 9 AM. The new facility, formally named the "Blue Ridge Public Safety Center (BRPSC) will serve as a local center for use by Law Enforcement to provide faster response times and local presence to the betterment of our citizens! A heartfelt round of applause to Sheriff Boober and his organization for placing this facility in our neighborhood!
