The SCOUT Program - Surveillance Cameras Online Uncover Threats

With the rising level of crime in our community, Government, Law Enforcement and Residents of Jefferson County are looking for better and more efficient ways to observe, record and report suspicious activity.

People, properly trained in a neighborhood watch program, safety patrol, or other recognized originations are essential to assist law enforcement in the identification and reporting of suspicious activity. But just as the availability of law enforcement officers hampers the efforts to proactively address the rise in crime, so does the availability of citizens to observe.

Technology can help address availability 24x7 365 days a year, and the safety to human life. An alarm system help protect property and people by reporting a violation to the interior of a designated space, but many times falls short in observing and recording activity in a wider perimeter of a designated space.

A quality video surveillance system, with record capability, motion or other activation capability, operating in low or no light is a good first step to Observe, Record and Report.

There are several video systems available around $500 that work ok and cover the average perimeter of a home, but expect to spend $3k-8k if you want features like;
1- Low light level (See in the dark)
2- Vehicle detection vs motion detection (record cars, ATV’s not squirrels and deer)
3- Pan tilt or zoom (view 350 from one camera)
4- Recording time of any length (ie:30 days)
5- Activate sirens or voice annunciation messages
6- Activate exterior flood lights (all on or blinking to attract attention)
7- Activate lawn sprinklers or water cannons
8- Notified by e-mail or cell phone of a detection/violation
9- Remote access to video (view pictures, or live video via the internet or cell phone)
10- Integration with your alarm system (24x7 monitoring service)

Examples of Pan, Tilt, Zoom (PTZ) and Infrared "see in the dark" (IR) can be found at: Surveillance
