Since one-third of Jefferson County's population lives on The Mountain, what is being done to increase area patrolling by Sheriff's Deputies on a more regular basis? It seems that most LE presence up here is reactive rather than pro-active, and is done in response to incidents dispatched by Jefferson County Headquarters.

The President of BRMVFC is going through some very rough times which started with an injury he received while responding to a grease fire at a home in our community. He has been hospitalized numerous times, and is unable to work due to the resulting medical problems.

Gang Awareness Seminar

Two SSP Responders, Dave and Sid, attended the seminar on gangs at the new Immigration and Customs Training Center last night. The seminar was taught by Sheriff Boober, JCSD.

The bottom line is that "gangs" (defined as any three or more individuals sharing a unique name or having identifiable marks or symbols, congregating on a regular basis, having an identifiable hierarchy and engaging in antisocial, unlawful or criminal activity) are here but there is little evidence that there is harm in the community so far, only potential for the worst elements to develop.

Extensive Vandalism-Gate 1 Area Shannondale

Numerous cases of vandalism/property destruction are still being reported as a result of overnight criminal activity.
Vandals destroyed property at the homes of multiple residents last night/early this morning in the Gate 1 area. Reports started coming in before 7am this morning and are continuing several hours later.

Black, red and white spray paint was used to damage homes, fences and vehicles in a fairly limited area of Redbird, Pheasant, Wildrose and Bluebird suggesting the young criminals were walking.

Some primitive attempts at gang-type graffiti were noted and recorded for future reference.

It appears likely at this time that the pseudo "gang members" are local children who escaped the supervision of their parents for the night.

Area residents: Please email descriptions of youngsters seen walking or "hanging out" in the area last night and very early this morning. Let's put a stop to this quickly.

ATVs and dirt bikes on Rolling Ln

Escalating problem
Numerous ATVs and dirt bikes going up and down Rolling Ln, many of the same ones multiple times, from morning to dusk - significant increase in activity lately. Most exceed speed limit, often dramatically (estimate up to 50 mph), and kick up thick dust and/or gravel. Most drivers seen today (a weekday) appear to be teens, but often see younger one, especially on the weekends, and sometimes adults. From noon to 2 pm today, ATVs and/or dirt bikes went by every 5-10 minutes.

One dirt bike is red with no license; driver is white teen. Another is a black Honda ATV - driver is white teen, didn't see license. They ride both separately and together.

At 5:20 this evening as I was going up Shannondale Road and just about to cross over JohnnyCake, a young male in a turquoise color, late model, midsize car, ran the stop sign and made a wide turn to go onto Shannondale and we nearly collided.

I did't get the make of the car, but the driver was 18-20 years old, medium build, short dark hair, some facial hair.

Two male teens were speeding in excess of 50 mph
While clearing a drainage ditch on Rolling Lane, two males on red dirt motorcycles came flying north toward me at 50mph+. I motioned for them to slow down and they did slow to about 35mph. As soon as they passed me, they gunned their engines and splattered gravel in my face while cutting a groove in the road surface for at least half a block.

Description of these two scofflaws (red dirt bikes and red/white helmets) matches the two attempting to break into the homes on Thrush Lane a few days ago. Both males appeared to be in the 15-16 year old age range. Neither vehicle was licensed.

Police busted and shut down a working methamphetamine lab near Shannondale
From an article in The Journal:

Police busted and shut down a working methamphetamine lab in this rural Jefferson County community Thursday morning.

Bobby Earl Rosamond, 43, was arrested in connection with an ongoing investigation into a conspiracy to manufacture methamphetamine, according to Cpl. Tracey Edwards, a detective with the Jefferson County Sheriff’s Department.

Rosamond was arrested at 65 Dillow Road in Shannondale during the execution of the first of two related search warrants Thursday, Edwards said.

The second location police searched was 80 White Cedar Hill Lane. That search yielded a cache of stolen weapons but no arrests, according to Edwards.

Edwards said the operation began about 7:45 a.m. Thursday, and though the investigation was initiated by the Jefferson County Sherrifs Department, several agencies participated in the raid.

The Drug Enforcement Agency; the Bureau of Alcohol, Tobacco, Firearms and Explosives; Ranson Police Department; Charles Town Police Department and the Berkeley County Sheriff’s Department Crime Scene Unit all assisted in the investigation, Edwards said.

"It was a cooperative effort by all agencies. ... Everything went smoothly and no one was hurt," she said.

A hazardous materials response team based near Pittsburgh also responded to clean up the meth lab. Edwards said by Thursday afternoon all the noxious chemicals were removed and the site was safe.

Rosamond is being held in Eastern Regional Jail on felony drug charges as of Thursday evening. The case remains under investigation, and the specific charges were unavailable by presstime.

Boat Stolen from Lake

Boat and motor stolen from Lakeside Drive near spillway.
A part-time resident reported that his boat was stolen from his home on the Shannondale Lake, located near the spillway.

The boat is silver-colored with a flat bottom. Also stolen was an electric motor and a Walmart branded battery.

The theft could have happened anytime over the past couple of weeks.

Attempted Break-in

Thrush Lane Incident
On Saturday, April 28 at approx. 3pm, two males were interrupted in their attempt to enter two homes on Thrush Lane in Shannondale. They fled the scene when a house alarm sounded and neighbors approached the area.

The would-be criminals were both driving red dirt type motorcycles and wearing red and white helmets. They fled the scene just before LE and SSP arrived.

Two substantial tips have been received regarding identity, and additional verification is being requested to enable LE to take action.

Nat Hughes - Chief of the Shannondale Patrol - was honored as the Jefferson County Department of Homeland Security Volunteer of the Year today at the National Conservation Training Center.

Nat has been Chief of the Shannondale Safety Patrol for the last 11 of the Patrol's 45 years and an active member for the past 20 years. He embodies the spirit of volunteerism, attention to neighborhood security and selfless contribution of time and financial support that make possible doing-more-with-less (or with virtually nothing). Homeland security in Nat's definition is not a service provided to him but one that he provides to others. Even now in his eighth decade he actively responds to security and safety calls on a 24-7 basis. Nat and his wife Diana, as is true for all members of the Patrol, serve without pay or recognition and solely from dedication to the welfare of the residents of his community and the County.
"Nat spends 40+ hours a week on vehicular patrol, call response, safety education and intelligence gathering activities for the Shannondale Safety Patrol."
Shannondale has over 70 miles of road and 1600+ families. It is a rugged area, irregularly laid out and posing a formidable navigation challenge for residents and visitors as well as annual threats of isolation for residents in bad weather situations. Until the advent of the countywide E-911 system few could find their way easily in Shannondale and it still remains difficult. It is in this setting that Nat and the other members of his Patrol frequently make all the difference in getting timely help to elderly, infirmed, injured, assaulted or otherwise threatened citizens who need assistance. This is especially true for emergency responders and Law Enforcement with whom the Patrol works closely. Nat spends 40+ hours a week on vehicular patrol, call response, safety education and intelligence gathering activities for the Shannondale Safety Patrol. He actively recruits quality members for and coordinates activities of the Patrol and solicits information from residents about safety/security problems that may not otherwise have been reported to state or county agencies. He maintains liaison with State and County Law Enforcement including some remarkable efforts to provide assistance to other areas in the County. He continuously monitors emergency radio communication and assists Law Enforcement when requested for surveillance and information about activity in the community. All of this is without compensation and at his personal expense. We believe this record of contribution and Nat's continuing personal gift to neighbors and the County merit recognition by this year's Volunteer of the Year Award. The Shannondale Safety Patrol could not continue without members who see the needs of their community and respond with time, effort, personal funding and imagination. Nat is THE outstanding and inspiring example of these principles.

Possible Casing Activity

Over the Easter weekend I noticed several times a beige car with two young men driving aimlessly around the Keyes Ferry and Wide River Farms area. At one point they were stopped for no apparent reason at the corner of Laurel and Keyes Ferry Road. The driver was a white male wearing a ski cap.

During the evening of Thursday March 15th, someone entered our unlocked vehicle in our driveway and rummaged through everything. There was nothing of real value in there and the only things we have determined are missing are a few childrens songs/nursery rhymes CD's.

They did make quite a mess and left the doors open, causing the battery to discharge. Our other vehicles were locked and not entered. This occurred during a heavy rain storm and late in the evening. Location: Approximately 1 mile From Lower Clubhouse Rd. and Mission Rd., just off of Lower Clubhouse and Huckleberry.

Dangerous & Impaired Driver
After turning on to Lakeside Drive from Gingerbread Lane and heading toward Gate 3 over the dam, a Shannondale Safety Patrol Responder's vehicle was rapidly approached from the rear by a red sedan with a white, male driver.

The driver began tailgating dangerously close to the Responder's rear bumper, and exhibited highly aggressive behavior, obviously wanting to speed around. This recklessness continued all the way to the mailboxes at Gate 3. When the Responder pulled in to the mailbox area, the driver quickly accelerated and passed, nearly sideswiping the writer's vehicle.

The Responder pulled out to follow the driver in order to get a plate #, but the driver ran the stop sign, turned left onto Mission Road, and proceeded to race South at a high rate of speed. While approaching old Weber's store, it was observed that the driver had pulled into the parking lot, exited the vehicle with the engine still running and had entered the store.

When the Responder pulled into the parking lot, the driver spotted him, ran out of the store, jumped into his vehicle and raced out onto Mission Road heading South toward John Brown's Farm.

The Responder did not attempt to follow, but did get a good look at the offender, and confirmed that there was no registration visible on the vehicle. This reckless driver has got to be stopped before he kills someone!

For some time I've had suspicions someone has been testing my doors when I am not home.

Today, in the snow, there were obvious footprints of someone who circled my house and went up to the doors. I took photos, but not sure my cheap disposable camera captured the images.

The footprints seem small, like a young boy or teenager.

A young male was stabbed twice
In the 700 block of Hickory Nut Lane, Westridge Hills, a young male was stabbed twice while trying to gain entry into a home during a domestic related conflict over a girlfriend.

The homeowner was taken into custody after the incident was investigated.

Dog missing from the Shannondale area

A white spotted Bulldog is missing in Shannondale. The dog was last seen on Febuary 1st on Rolling Lane. She is white w/4 bridle spots from her head to tail. The owners are offering a Reward for information leading to her return.

Pancake Supper Benefit for The Shack Teen Club

St. Andrew's Episcopal Church is having a pancake supper on Shrove Tuesday, Fat Tuesday, the beginning of Mardi Gras, whatever you want to call it on February 20th from 4 to 7 pm. Youth and adults will be preparing and serving pancakes with warm maple syrup, sausage links, home made hot applesauce, coffee, juice and milk. This event will take place at the Mountain Community Center at the intersection of Route 9 and Mission Road. The proceeds will benefit The Shack Teen Club and future Teen Center this summer. We would like to suggest a donation of $5 per person, and would like to invite all law enforcement personnel to come as our guests so we can get to know you better.

Reckless Driver-Red Neon
I was driving towards Mission Road from Gate 4/Shenandoah River Drive approx. 7:00am this morning. Witnessed a red Dodge Neon almost run the stop at Gate 3 drive. Female driver pulled out behind me and proceeded to tailgate me down the hill in icy conditions. Female driver finally passed me on the solid yellow line on the slight hill and before the curve by the storage sheds. This is a blind spot and had something been coming up the hill, she would have hit them head-on. It was daylight, so oncoming headlights could not be seen.

Freezing Dogs and Animal Cruelty

To the person that brought this up in another forum topic,
Thank you for your concern for the many dogs (and other pets) that are left outside to fend for themselves during this deadly cold spell upon us. I have a neighbor that is keeping four fully grown puppies in a small fenced-in cage with a doghouse so small none of them can stand up in it. These dogs are not treated as pets, because they are never let out of the cage, are penned up in the elements 24 hours a day, bark constantly at any human that they see (in hopes that someone will pay attention to them, I suppose), live in their own filth/urine/feces, and I doubt have any un-frozen water to drink from. I don’t know how these poor animals have survived so far, but I had to do something about it. I tried calling Animal Control, but was told they only handle dangerous animal and nuisance calls. I would have to contact the county “Humane Officer” at the Jefferson County’s Sheriff’s office. So, I did and was told nothing would be done unless I personally filled out a complaint report at the Sheriff’s office. So, I did and was further told that the Humane Officer position is actually a responsibility that is shared and rotated around among the Deputies and occasionally someone back over at Animal Control. They said that as long as the dogs have a dog house for shelter and are fed and given water regularly, there really is nothing they can do, legal-wise. But, since I filled out a complaint report, someone would be by in a day or two, to check on the condition of the dogs and their environment. Once I hear back from the Sheriff’s Dept., I will let you know what happens. Regardless, there ought to be some laws on the books that protect the animals from the cruelty of neglect and confinement to dangerous and unhealthy environments.

Theft of Mail-Gate 1

Mail was stolen and strewn all over the ground.
SSP was notified this morning that the mail boxes on Mission Rd. south of Gate 1 had been the target of thieves/vandals. Mail was thrown all over the ground, apparently last night.

Deputy Pat Smith, JCSD, picked up all the mail and returned it to the post office for redelivery. If anyone is missing mail, please contact Deputy Smith at the Sheriff's Office during normal business hours at 728-3205.

Shannondale-Large Black Dog

Loose dog acting erractically in area of Caesar Road and Rolling Lane
Two reports have been received describing a large, black dog with a collar on Rolling Lane near Caesar Road. The dog has been acting very strangely, showing friendliness to some and unwarranted aggressiveness to others. A young mother and her child were "held hostage" in their vehicle, and again later in their home, by the dog due to his bristling, growling and drooling behavior. This was observed by a second person, who also described the dog's random behavior.

Animal Control was notified, but will not respond until tomorrow. The dog does seem to be staying in the area.

CAUTION: DO NOT approach this animal since rabies is a distinct possibility. If the animal is spotted, notify Animal Control immediately by calling Dispatch at 725-8484.

On 300 block of Locust Drive, a break-in was reported
At approx. 630pm, scanner traffic noted homeowner reported a signal 16, break-in, upon arriving home in the 300 block of Locust Lane, off of Shenandoah River Drive.

This is the first reported home break-in in many months, to the best of my knowledge.

No other details are available at this time.

Missing Maryland teens

Rachel Smith, from North Potomac, along with her friend Rachel Crites, have been missing since Friday, January 19th.

They were going to a movie in Georgetown on Friday afternoon and haven't been seen since.

Rachel Smith is 5'1" tall and weighs about 118 lbs. She has green eyes and medium-length brown hair (the photo below is a fairly current one of her). She is 16 and is too old for an "Amber Alert".

Rachel Crites is 5'4" tall and weighs about 110 lbs. She has brown eyes and brown medium-length hair

The last phone call received from the girls on Friday afternoon was actually traced to a cell tower in
Charles Town, WV.

They were last known to be traveling in a dark blue 1997 Subaru Outback Station Wagon with a black cargo box on the roof. The license plate number is MD: MBJ 485.

Anyone who has any knowledge of where these girls might be, or has seen the vehicle, please call 911.

Recent writings by one of the girls places them in the "at risk" category. A recent photo of both girls is attached below under "attachment."

Red Honda Civic

reckless driving
There have been complaints on Shannondale.org concerning a red Honda Civic.

This morning I had the opportunity to come up on him on Mission Road while we were waiting to turn right onto route 9. I recognized the car from the posts and the partial plate number that someone had posted. The complete # is 6KL-108. I also witnessed this person driving aggressively prior to him/her turning onto Hostler Road.

Mountain Community Center Teen Club - The Shack - Teen Night Out

On Friday, January 26th, The Shack, which is a teen club that meets at St. Andrew's Mountain Community Center at the intersection of Route 9 and Mission Road, is having a TEEN NIGHT OUT.

The venue will be four bands for youth listening and dancing, and an open mic so they can perform, play or slam down poetry. The hours are from 7:00 p.m. to 10:00 p.m. Admission is $3.00 per youth.

Snacks in the form of bottled water and chips will be sold for $1.00 each.

There is a limit on the number of youth that the Mountain Community Center will hold, so first come, first in the door!

Theft of Beer from Stores.

A young male has stolen cases of beer from two local stores.
A young male has been involved in the theft of a case of beer from two local stores, Weber's and Sweet Springs, in the past week.

The male was seen driving a turquoise Neon with possible MD plates and may now be living somewhere in The Mountain area.

In both thefts, he parked his vehicle so that the plate # could not be readily seen, walked into the store, grabbed a case of beer and quickly left. A female was waiting in the car at Sweet Springs. In the Webers incident, a male accomplice was with him.

The Sheriff's Dept. and SSP are interested in getting a vehicle plate # and a location on this suspect so that he may be stopped before there is another deadly DUI incident in the area.

Break-in on Old Bridge Ct.

Break-in at Apartment
Scanner reported a break-in at an apartment on Old Bridge Court between Lakeside and Moonshine Roads. Apparently, the crime happened overnight and was noted when the owner checked the property around 10 a.m.

State Police handled the call. No other info available.

UPDATE: SSP Chief spoke with owner and learned the apt was vacant. Nothing was stolen.

Gun shots

Gun shots at intervals between 8:00 and 9:00 pm
I was on my deck because it was so warm and heard gun shots at 5 to 10 minute intervals South and West of my home. I thought that they might be coming from a large grassy area where a new home is being built at J.B.Farm Rd. and Echo Valley Lane. I drove down to that corner with my lights off, thinking I might see the fire from the gun, but I saw nothing. The shooting stopped until I was home again. Then, there was some rustling in the trees to the East North East of the house and the motion lights came on. That was scary. there were a few more shots after that but not near the house - rather they were coming from the area to the South/west where I heard them before. Someone hunting deer in the full moon light? I noticed a primitive tree stand in the woods/brush at the edge of the field where the new house is. (West edge)

Reckless driver Gate 1 Shannondale

Red 4 door car with reckless driver.
Resident in Gate 1 area reported second incident of reckless driving by person in red, 4-door car with obnoxious, thumping car stereo. This person was speeding, spinning wheels and sliding the vehicle on the gravel roads in the area of Redbird and Bluebird Lanes at approx. 4:10 p.m. on 12/25/06.
